Why are they preventing planes carrying medical supplies from landing in Haiti?

Christiane Amanpour talks to a rep from Doctors Without Borders who's on the ground in Haiti explaining that FOR THE SECOND TIME, one of their planes carrying medical supplies has been refused permission to land in Haiti:
