FEMA Obstructionism

ShakesSis has a listing of the various ways FEMA is OBSTRUCTING instead of FACILITATING the relief effort in New Orleans.

My question: Why?

Every day that FEMA refuses to allow help in, it gives my psyops theory more credibility. I'm still hoping to be proven wrong, but when I add 2 + 2 I get 4 every time.
