If this diary at Kos is correct, then there has been a HUGE neocon conspiracy operating at the White House for quite some time, even through the Clinton Administration, to foster the existence of Al Qaeda cells in the U.S., specificlly for the purpose of allowing a terrorist attack to occur and so justify implementing the PNAC agenda.

Read this.

If this is true, then it's possible that neocons have been operating a shadow government through at least two administrations -- only in this one,they haven't had to be in the shadows.
