Will this be Bush's last executive order before leaving office?

I wonder if Karl Rove tipped Bush's hand on Friday:

Over the years, Social Security has been a huge success, but the system has grown "creaky with age," said Karl Rove, deputy White House chief of staff on Friday.

Unless changes are made, it's only going to get worse and in a hurry, he said Friday in Bellevue, Neb.

"In 2008, we'll see the system go south," Rove said at the Ameritrade Holding Corp. facility at the Southroads Mall. "We've got to solve the problem now."

No, there are ABSOLUTELY NO estimates, not even from right-wing think tanks, that have the Social Security system "going south" in 2008. There's only one way Social Security "goes south" in 2008, and that's if the Bush Administration makes it so. And the only way they can do that in an election year that will see House members up for election again is via executive order dismantling the current system and replacing it with private accounts.

I won't be surprised if Bush does exactly that. After all, it would be much easier if he was a dictator.
